Franklin was born December 18, 1935 to Frank and Christine (Delecki) Rozmiarek. He was a loving brother to Raymond and Jean Rozmiarek. He grew up on the family farm by Farwell attending Howard County District 24 and graduating from Farwell High School.

Upon graduation, Franklin proudly served his country as a Staff Sergeant in the US Army being honorably discharged in 1958. After his discharge, he returned home to the family farm where he was a loving steward of the Earth and caretaker of his livestock until his retirement in 1998.

Throughout his life, Franklin was honored to serve on several boards and organizations: Howard Co Hospital Board and Foundation, Precinct Assessor, Knights of Columbus 1918, Carl Mogensen American Legion Post 119, St. Anthony Catholic Church Parish Council, Paplin Cemetery Foundation and Treasurer. He was instrumental in serving on the inaugural board for UNMC Rural Health Opportunity Program which his granddaughter, Mindy, participated in.

Franklin is remembered for wagering Peanut Buster Parfaits with his children over Nebraska Football games, playing family softball games, and taking the grandchildren for 4 wheeler or tractor rides. Franklin enjoyed Sudoku puzzles, playing cards, and Big Joe Polka Show singing his favorite “In Heaven There Is No Beer”. One of his family's favorite memories is Dad sitting in the chair with one or more of the grandchildren on his lap reading a favorite story over and over again to them. He was proud of his family and attended many of their special events from musicals, games, graduations to weddings and welcoming new babies to the family.

His Catholic faith was very important to him and he lived his life by it. Even in the final stages of Alzheimer’s, Franklin would say his prayers along with his family. He was respected for his faith and wisdom by many.

Franklin was a devout family man to his wife, Elaine of St. Paul, whom he married on April 11, 1981 at St. Anthony’s Catholic Church in Farwell, children: Linda and Ron Guenin of North Platte, Carol Rasmussen of Palmer, Deacon Randy Lewandowski of Grand Island, Alan and Joleen Lewandowski of Farwell, and Denise and Brad Brauer of North Platte; grandchildren: Jeff Guenin (Brandon Andersen), Mindy Guenin (Cory Polacek), Nathan (Michaela) Rasmussen and their children Sophie and Finley, Sarah (Ryan) Robinson, Amanda Rasmussen, Zach Rasmussen, Megan Lewandowski, Anna Lewandowski, Alexa (Justin) Thiel, Ben Lewandowski, Rachel Lewandowski, Mikayla Brauer and Brin Brauer.
